"Thank you for the invitation to host the the Council Headquarters, however I believe the Headquarters should be located elsewhere. I don't think we should place all of our eggs in one basket. A member state with a larger defence, would be fitting for such a council.
Not to mention, I believe the council members have been decided from listing to Ambassador Il-Feng.

"I'm glad that this idea has received such positive feedback, and with the acknowledgment that at least a majority of proposed members accept, I'm positive my host country would be willing to establish an international zone dedicated to hosting this Council ourselves. Our national stability, alongside peaceful surroundings and powerful defense force would be a prime choice for the host. If the Council will have it, Vladovaskia will gladly begin construction upon new facilities immediately.
Once again, I call for the ambassadors of Everestopia, COLDR, and Vista Major to announce whether they could back such a proposal, and if they are willing to join."

Miranda leaned in towards her microphone, tapping the ON button once and grasping the stem with a gentle grace.
"Where to hose the Council? The Commonwealth of Vista Major officially endorses the nation of Markotovia to seat the Security Council. However, we will support any 'bid' for the spot. As for an invitation of our nation into the Council, Vista Major will readily accept, dearest delegates,"
Hamond-Queens turns her mic off and looks with curious eyes around the grand hall.

Prince Peter leaned toward the microphone and pressed the button. "I would like to say that Jaslandia would be glad to contribute troops to the intervention in Genuan Rebirth. As I have mentioned here before, Jaslandia has a strong military that can handle any kind of conflict. Plus, owing to the fact that the Jaslandian Civil War ended less than two years ago, the Armed Forces of Jaslandia is full of experienced soldiers and commanders.
"I would also like to state that the United Kingdom of Jaslandia is interested in joining this Security Council proposed by the honorable delegate from Vladovaskia. Considering Mr. Il-Feng proposed the idea, I would like to nominate Vladovaskia to host the Security Council." Prince Peter turned off the mic and took a sip of water.

Yuri takes his mic in hand, a heavy smile on his face:
"Thank you all dearly for the willingness to put this Council together. As a majority of you have approved, and as Ms. Miranda has stated that she is acceptable with another bid besides Markotovia, I would like to begin construction immediately, and I will send notifications to my home government as soon as I am finished speaking.
We shall, ideally, construct both state-of-the-art convention centers, alongside training and housing centers for Security Council troops. This shall probably take place in Pyongyang, Kamchatka, and Western Mongolia. I would, alongside this, like to push for Vladovastok control over the nearby, uninhabited Japanese islands, therefore to provide for a 4th state-of-the-art base, specializing in naval operations. I plead to the Parliament for approval in this annexation.
And to answer the concern of Prince Peter, I cannot simply grant you a seat at this time, sadly, my friend, however, for any nation in good standing with the Commonwealth, you are more than accepted to send delegates to sit in on any Security Council meeting, alongside sending troops for training. As it is now, the Council should begin to appoint representatives and allocate troops for this new project.
And to reiterate, all nations are still more than welcome to help in any Commonwealth conflict. I simply ask that you look to the Security Council for steady leadership, which any decision shall be decided by a democratic-majority vote from it's 4-man team.
Let us begin to win this war, my comrades!"

Miranda Hamond-Queens looked around the hall, requests and suggestions flying. She tapped his nails on her whiteboard and scrawled in small print 'Step down?'
"Excuse me, esteemed delegates? It has been stated that several nations wish to become part of the newly-founded Security Council. Although Vista Major wishes to hold seat on the Council, it is in our best interest that a more militaristic state take our place. I hereby request that the Federal Democratic Commonwealth of Vista Major be stricken from the Security Council and reinstalled as an Observer State. Whosoever is to replace us shall be decided upon by the Parliament."
She nodded meekly and sat down, feeling unusually lightheaded.

Prince Peter raised his eyebrows when he heard the Vladovastock delegate reject Jaslandia's request for membership. Nevertheless, Prince Peter regained his composure by the time Il-Feng finished speaking. "I am disappointed that Jaslandia cannot join the Council," the Jaslandian royal replied. "Nonetheless, I shall respect your decision, Mr. Il-Feng. Jaslandia would be willing to accept an observer role." Prince Peter then listened to a few other delegates speak, with the comment of the Unfallious delegate catching Peter's attention.
"That's an interesting position to take, Mr. Valentin," Prince Peter said. "May I ask your reasoning for such a decision?"

Valentin turns to face the Jaslandia Prince. "Unfallious is a nation proud of its military, we're also very certain in the belief that the Commonwealth should have no power over military forces in any shape or form, even if that power is only in an advisory role.
The Commonwealth has no military forces, what will this council control? Why, it'll control ours. Our forces. I know for sure that the Unfallion government would detest any kind of outside influence over our military, therefore the Unfallion state will not recognise this council, nor any of its decisions." Alek takes a sip of the glass in front of him, this meeting was taking far too long.

I respectfully remind the good Sir that in this decision the Commonwealth will not command other nation's armed forces, unless those armed forces are willingly volunteered. This council does not have the intention of exercising any type of control over your military, nor would it ever attempt to command another nations servicemen when said nation does not consent. The military that the council is speaking about is a joint force of other nations militaries who are willingly volunteering to be apart of the operations. You do not need to join the council good Sir, but recognizing the council as the legitimate entity which is charged with oversight of this operation is crucial. We need unanimity in this. We need all nations to at the very least recognize this council efforts in order to make the point to the enemy that we stand united behind our ally as one unstoppable object.

Yuri, taken a bit aback from the recent news, leans toward the mic:
"Very well, Ms. Queens. That is perfectly acceptable and admirable. As such, with a free spot, any prospective candidates should announce themselves as soon as possible," Il-Feng notions toward Prince Peter, "and we shall continue on with the Security Council. Once again, I say that all Commonwealth nations are welcome observer states. Furthermore, upon what Mr. Valentin has said, I enumerate that the Ruclaxian Ambassador is perfectly correct in his description of the Council. The primary troops to be used shall be the Security Council's own, and any extra shall be willingly volunteered on behalf of their home country."
Yuri takes a drink, checking his smart watch before looking back up, announcing the new information, "Three of the four planned facilities are now being prepared to be built, my friends. Land is currently being cleared, and resources being called in. The primary convention center, the place of meetings for delegates and observers to discuss the Council, is being placed in center Pyongyang, the Vladovastok above-ground capital. It shall be able to happily host and house a full diplomatic envoy from each Commonwealth nation, serving as a miniature, indoor city. To the Northwest, Mongolia, in Tyrip, a land-based military training facility is being prepared. This facility will cover obstacle courses, weapons training, cyber warfare, endurance training, and much more within the blistering and changing weathers of Mongolia. In Kamchatka, Reirzkov, an air-based facility, with some basing for land-units, is being prepared, focusing on telecommunications and aircraft. With these 3, the remaining is the naval-center, awaiting approval to be built upon the Japanese islands."
