Then as a course of action I propose this plan: -he reads from his paper-
Troops on the ground, not on the offensive to attack but there to defend and aid the already depleted Genuan Troops. Humanitarian aid in physicians, nurses, field hospitals, food and water. Secure shelters for fleeing peoples. Air strikes on the enemy forward operation bases, military outposts, supply lines and officer headquarters...along with at least one special forces group tasked with taking out the highest generals and person of power.

Valentin spoke almost immediately after the Doctor finished reading his plan.
"Where do you propose we get these troops from, Dr. Cortelyou?
I understand the Commonwealth controls all interregional diplomacy from the memberstates, however our troops are still independent and I will not allow Unfallion troops to be slaughtered in a war we have no interest in."

Ambassador Dupont turned on his mic
"What I hear being proposed is that we send our troops to the battlegrounds without a clear strategy as to where and what they will do. At this point in the War, it would be much safer to begin our efforts with the Air Strikes. At least after the Air Strikes, there would be a much lower demand for soldiers on the ground. However, I still stand firmly against the use of soldiers and as such Markotovia will not be supplying any Ground Troops. We will however begin to transport Humanitarian Relief Groups into certain Genuan areas where we can supply food and other supplies. If we are to act with military aggression, we must make it swift and precise. So I suggest we hold off with Ground Troops until we can push back the enemies and regain some of the lost Genuan Strongholds. Thank you."
He turned off his mic and sat down

Ambassador Il-Feng takes the stand to announce his thoughts:
"My friends, this organization is in its infancy, let us grow. Let the CFN develop a security council to manage the militant and defensive affairs that plague us. The more militarily inclined amongst us should of course hold seats, whereas it should equally have the voice of a few pacifist nations. We should develop this council, say a 5 nation group, to be the primary defenders of our great Commonwealth. With this title, of course, should come the primary responsibility of supplying soldiers. Vladovaskia gladly would volunteer for such a position,"
-Yuri steps back for a second, taps his ear, and returns to the mic-
"Yet, moreover to the point of discussion. Vladovaskia will be more than willing to provide ground troops, alongside the Ruclaxians. I feel it is completely acceptable to have some countries contribute solely in resources and air strikes, or even solely humanitarian aid. Let the Commonwealth be evenly rounded, and let us handle our specialties. The first order of business, here, should be to compile a list of countries, and what objective they are willing to accomplish; be it supplies, troops, air strikes, or aid, let us begin now,"
The stocky Asian pops a pen, beginning to write upon a piece of scratch paper.

Miranda gently strokes her hair, listening in on the discussion about troops in Genuan going to the defense. She was satisfied that events were going well enough. She perked up when she heard Security Council
"I agree with the delegation of Vladovaskia: A security council would be extremely helpful and efficient. We have one of our own, and it has successfully commanded our guard for the 12 years its been in operation. As for our offers of support, the Vistonian Congress meets in two days to vote on a bill that will provide our government with more material to become a more influential--and diplomatic--international power. With the support it has garnered, we can expect at least 500 citizens to volunteer to serve Genuan with food and medical supplies within a week, no less. And add to the fact that our Chancellor may be inclined to dispatch the Guard to protect the Rebirth, if necessary."
Hamond sat back into her seat, smiling in content.

Matthews, listening intently to the other ambassadors, rises to speak:
"I support the creation of a Security Council and military action in Genuan. While Fibertas will fully participate in carpet bombing airstrikes, sending ground troops is very unpopular at home. My question is, if this Security Council approves the use of ground troops, are all member nations of this Parliament required to provide ground troops? If so, I fear this may create a divide within and hurt our efforts at unified, strong action."
Matthews takes a deep breath and sits back down.

Niko rose, a solemn face masking a gleaming smile that threatened to burst out across his face.
"COLDR, commanding a large military presence as it does, would make a valuable addition to the Security Council, if one is formed. Regardless, we would be willing to supply ground troops."
As Niko sat down again, he felt his glee almost shine through, and took a moment to calm himself before relaxing and sinking further into his chair.
Ground war. Armies need soldiers. And every soldier needs a gun. And vehicles to move those soldiers and guns. The boys in industry are going to be pleased to ramp up production. As for me, I'll be satisfied with my nice, fat commission check.

After listening to members debate from both sides, Sir Kennett stands and taps his microphone.
"Everestopia remains neutral at this current point in time. However this does not rule out possible future assistance, if needed.
Furthermore, I speak on behalf of my nation and His Imperial Highness when I say I believe Everestopia should be part of a Security Council, should one be formed.
Thank you."
Sir Kennett stepped down from his microphone and sat back down, whilst sipping a cappuccino.

"Very well, gentlemen, from my conclusions here, the current proposal for Security Council shall contain Vladovaskia, COLDR, Everestopia, and Vista Major. These countries represent humanitarianism, militarism, and neutrality alike. With this smaller group of officials, we should be able to act much more effectively in our military doings. I personally maintain that this 4-nation grouping is enough, as it is small, diverse, powerful, and made of an array of efficient nations. Duties of the Security Council shall include defense of the entire Commonwealth, distributing humanitarian aid, this will not be discouraged from independent nations, merely a coordinated effort, and handling supplies and troops of the Commonwealth when acting in war. To answer the Fibertian diplomat's concern, the Council shall not force countries to submit anything for war that is more than they are willing to. We may call for extra resources for war production, but we would not call for your troops to be on the front line. Anyways, my friends, it is in this hope that I see these 4 countries, alongside numerous more, going to the aid and salvation of the Genuan Rebirth."
