THE DEMOCRATIC EVENTS ACT
PREAMBLE: We, the nations of NationStates, affirm that we are a community of diverse individuals dedicated to the advancement of both our home regions and various districts abroad. We defend each other with the goal of creating a society of unity and justice. But, we must not only dedicate our efforts to the pursuits of serious engagements. We must also open our homes to friendly competition. And, as such, we establish The Democratic Events, a yearly competition open to all who represent democracy in The World, managed by the Department of Culture.
The Dimensional Committee
The Dimensional Committee shall serve as the ruling authority of The Democratic Events. The Committee has the responsibility of planing the proceedings, location and other deliberations of the Events. The Committee shall be permanently headed by the Chancellor of the founding state of the Events, the Commonwealth of Free Nations, unless he/she appoints someone else from the Cabinet to replace him/her. The remainder overseers of the Committee shall be composed of the Head(s) of State of each participating region. Together, the Committee shall democratically administer the Events and all of its departments and organizations.
The Event Coordination Department
Its administrators being elected by The Dimensional Committee, The Event Coordination Department is responsible for managing the proceedings of the Events. This includes, but is not limited to: Deciding on the competitions to be held during the Events, electing judges for the competitions, recruiting regions to participate in the games and recording the deliberations of the Events. The ECD is to be administered by 4 nations, appointed by the Committee. No more than one nation from a certain region can serve on the ECD. One administrator of the ECD must be from the Commonwealth of Free Nations.
The Judging Panel
Composing of individuals from non-participating regions of the Events, The Judging Panel, alternatively known as the Council, is responsible for overseeing the competitions to take place during the Events, creating rules and guidelines for each competition, determining a clear winner of each competition, awarding metals and other rewards for participants of each competition and delivering penalties to those who violate the laws and rules of competition. The Council shall be composed of 3 individuals, each from different regions not participating in the Events. The Judges must be present at each competition for its duration and vote on the rankings of its participants, regions' current standings, and conduct other duties as laid out in their responsibilities.
The Secretariat
The Secretariat is responsible for "record-keeping", that is recording all functions, actions, deliberations, proceedings, etc. in the Events. The Secretariat shall have no set number of administrators and its administrators to be appointed by The Dimensional Committee. The Secretariat is also responsible for filling in the seat of any absent Committee, Council or Department members, provided that they meet the requirements.
THE BYLAWS
I: The Democratic Events is open to all regions within NationStates that have democratically-elected governments or otherwise have some sort of acceptable form of government as defined by the Chancellor of the Commonwealth of Free Nations.
II: Regions who wish to participate in the Events must have an on-site embassy with the Commonwealth of Free Nations or otherwise formal alliance with the Commonwealth.
III: There are to be a minimum of 3 competitions during the Events, and no more than 10. An 11th event can be established if final rankings show two regions having possession of 1st Place/Gold Rank.
IV: Regions participating in the Events must have a minimum of 5 active nations, excluding "puppets".
V: The governing bodies of the Events must be upheld to a supreme standard and must complete all duties assigned to them.
VI: The decisions of The Dimensional Committee are final and cannot be appealed or repealed, unless The Judging Panel opens an investigation and is able to prove fault in the Committee's actions.
VII: The Event Coordination Department and The Judging Panel must receive permission from the Dimensional Committee to do anything not approved of in The Democratic Events Act or by the Committee.
VIII: In the event that a even number of regions are represented in the Committee, a member from The Secretariat can be appointed to create a balance in the system (odd number of representatives).
IX: The Secretariat can be appointed by the Chancellor of the Commonwealth of Free Nations if the Dimensional Committee decides to forfit their responsibility to appointment of The Secretariat or there is an imbalance in the Committee (as stated in Bylaw VIII).
X: The highest three rankings in reach competition and the general rankings are to be labeled as: 1st Place/Gold Rank, 2nd Place/Silver Rank and 3rd Place/Bronze Rank. All other rankings shall be labeled numerically (EX: 4th Place, 7th Place, etc.).
XI: The current Dimensional Committee is to meet 6-10 months after the conclusion of the Events in order to start planning for the next Events, appoint the governing body, etc.
XII: The Dimensional Committee reserves the right to add any bylaws to The Democratic Events if they serve to prevent misuse of the system, "level the playing-field", or otherwise exist to better the Events.
