The Coalitions Act
This bill will help build coalitions in government, allow more legislation to pass, and encourage members of Parliament and Cabinet to work together in a friendlier way. My proposal will establish a majority party or coalition and a new set of government mechanisms that will help it govern.
Neither majorities in Parliament and Cabinet are mandatory, but it is needed in order to propose or vote on any bills.
The new bill will require the following;
* Parliament will need to have a simple majority (51%) party or coalition in order to vote or propose bills.
* Cabinet will need to have a 2/3 majority (67%) party or coalition in order to vote or propose bills.
The Cabinet and Parliament will vote separately with only their body. From there a bill will be brought to the other body to be voted on. Once a bill passes both bodies, it will go to the Chancellor for signing into law.
Should neither the Cabinet or Parliament establish these majorities, the ability to vote and propose bills will only be granted to the Chancellor.
In the one week voting process the bill must go though, both the Cabinet and Parliament are able to prevent legislation from passing, but cannot delay it. The only way to do that is to form the coalitions or be the majority party with the majority required. That body will instantly be given authority to vote and propose legislation.
