RECOGNIZING that the Commonwealth Parliament is a legislative body responsible for producing laws for the region.
ACKNOWLEDGING that establishment of political parties as legal unions of people of similar or different political ideologies to work together to pass legislation pertaining to their goals.
BELIEVING that if the Parliament is able to select government officials, political parties will gain true strength.
THUS DECLARING:
~The political party with the largest representation within Parliament shall have the ability to select citizens to serve in Cabinet.
~The Chancellor is exempt from the first article, and shall remain a regionwide elected office.
~Once candidates have been selected by the ruling political party, each candidate must be approved or disapproved by the rest of the Active Parliament.
~If the candidate is approved by Parliament, he/she is officially installed into his/her Cabinet office.
~If the candidate is disapproved, the election for that office becomes open to the general public.
~If voting leads to an even (50% yes/no vote) outcome, Cabinet elections go out to Parliament.
~PACs are forbidden from setting forth their own candidates in the Parliament, as it is not considered a political party.
~If independents represent 50% or more of the Parliament at the time of elections, all offices are open to the general public and not selected by Parliament.
CLAUSE: Independents reserve the right to cooperate with a political party in order to keep Cabinet elections within the Cabinet. The current Chancellor must be notified of an Independent's support of a certain party in elections.
~The Vice Chancellor shall be installed as the Head of Parliament, and is responsible for relieving the responsibility of vetoing/approving bills from the Chancellor, except in the case that a bill directly changes the structure of the Chancellor's office or the Commonwealth of Free Nations Military.
~The Minister of Foreign Affairs reserves the right to intervene in any Parliament election with due cause.
~Allowing amendments to made to this bill by a vote from Parliament.
