RECOGNIZING that the Chancellor serves as the Head of State of the Commonwealth and World Assembly Delgate for the region.
BELIEVING that the Delegate must serve the interest of the region for as long as he/she serves as Chancellor.

THUS PROPOSES:
~As per the Constitution and COMMAND Act, the Chancellor shall remain the legally-appointed World Assembly Delegate for the region.
~The punishment for illegally usurping the Chancellor as WAD shall be under the charge of Treason and shall immediately be punished via Court Trial (Unless the Chief Justice declares otherwise)
~The WAD shall consult the Cabinet before voting on any World Assembly proposals designate as "Significant"
~The WAD shall consult the Active Parliament (the top 10 most active Parliament members by reckoning, excluding Cabinet officials) before voting on any World Assembly proposals designated as "Strong"
~The WAD retains the right to vote on World Assembly proposals designated as having "Mild" significance as he/she desires.
~The Delegate shall not go against the vote of the Active Parliament or Cabinet when consulting on whether to vote on a WA proposal or not.
~A vote brought before the Active Parliament and/or Cabinet shall last a maximum of 48 hours.
~When a WA proposal is introduced to the floor of the General Assembly or Security Assembly by the rest of The World, the Delegate is released from these requirements, able to vote on floored proposals as he/she desires.
