THE NEW COMMITTEE ACT
Recognizing that the Cabinet of the CFN is an esteemed executive branch of government, responsible for the bureaucracy and protection of the region.
Noting that there are a lack of Cabinet offices that reflect other functions of the people.
Also noting the new features within the region may require additional support by the introduction of new offices in the Cabinet.
Thus recommending:
~The creation of a sub-Cabinet, to be named The Democratic Committee.
~Composing the committee of the following offices:
Minister of the Committee- Head of the Committee and responsible for managing the affairs of its elected officers. Also accountable for ensuring that all decisions made in the Committee are reported to the Cabinet for approval.
Minister of Peace (Opposition to the Minister of Defense)- Responsible for providing opposition to acts that require military action, instead proposing civil and diplomatic means for solving issues. The MoP can approve of certain military operations, under circumstances that provide minimal contradiction to the primary values of diplomacy. The Minister of Peace shall serve under the Minister of Defense and shall have limited authority over troops within the Army. All military operations carried oit by the MoP need official approval from the MoD. If this approval is not issued, the MoP faces termination of their term in office.
Leader of the Minority (Opposition to the Chancellor)- Responsible for carrying out the desires of the recognized minority in the region, whom would otherwise have little opportunity to speak out against the Majority. Also responsible for overseeing and supporting political parties with fewer than 5 members.
Minister of Commerce (Opposition to the Minister of Internal Affairs)- Responsible for creating and overseeing the CFN Bank, which will provide financial services to nations whom have adopted the Regional Currency, including, but not limited to: Loans, Deposits, Withdrawals, etc. The MoC is also responsible for regulating all agreements made between nations or government agencies in the region, with permission from the Cabinet.
Minister of Technology- Responsible for overseeing the technological operations of the region. These tasks ranging from recording regional polls to updating dispatches, etc. Is also responsible for assisting the Cabinet in sending important news to members of the CFN.
Minister of Education- As approved in The CFN Education System Act (ESA) Commonwealth College, the MoE is responsible for heading the Commonwealth College, as outlined in the law. In additon, the Minister of Education is responsible for outlining the curriculum of the College, ensuring students maintain an acceptable GPA and administering the collegiate affairs along with the soon-to-be-established Board of Trustees, of which he/she shall head as Dean of the Board.
~Making these new offices democratic positions, as in they are subject to elections by the citizens of the CFN.
~Allowing the Cabinet to have oversight authority over the Committee.
~Allowing new offices to be added to the Committee with approval from the majority of the Cabinet.
~Clarifying that the Committee has little authority over the decisions of the Cabinet, as the officers simply act as an organization rather than official branch of government.
~Barring those who serve on the Main Cabinet (Chancellor, Vice Chancellor, Minister of Foreign Affairs, Minister of Defense, Minister of Internal Affairs, Minister of Justice) from holding office on the council.
~Allowing edits, if necessary.
