2. That if a nation feels that a fellow Citizen has committed a crime, he must report such action to the Minister of Justice through Telegram, or to an official Judge via a request for a court case on the CFN forums
3. That if the defendant is found not guilty in a criminal trial, no report may be filed unless the decision is reversed upon appeal and the presiding judge grants permission for such a report
4. That if a defendant is found guilty in a criminal trial, the presiding Judge shall decide shall decide his sentence according to CFN law, and may, if a NS law has also been broken, decide whether or not to permit the victim of said crime to file a moderation report against the perpetrator
5. That crimes purely technical in nature, and that are impossible to prove without moderator interference, such as crimes related to "WA multying" or hacking into another player's account, are exempt from this law, and that nations be free to report said crimes to NS moderators immediately.
