Establishes a roster of terrorist nations who are unproductive to the Commonwealth and pose a threat to stability and society. Evidence shall be added to these nations as discovered. The roster shall be maintained by the Chancellor and Lord-Chancellor.

Talks of action against terrorism do not need to involve the rest of the Cabinet, as it can be easily infiltrated.

Reads that any member of the Cabinet convicted of terrorism on behalf of the Government of the Commonwealth of Free Nations be removed from the Cabinet. They may appeal to a Court of Appeals, but their Cabinet position will be forfeited.

Reads that any citizen of the Commonwealth who be convicted of terrorism must forfeit their citizenship. They may appeal to a Court of Appeals, and if they win in favor, their citizenship until the Chancellor or Lord-Chancellor approves must remain at a Tier One level, Citizen. A terrorist may not become a Resident until approved by both the Lord-Chancellor or Chancellor and the Minister of Internal Affairs.
