The Vice Speaker Act A resolution to allow the Speaker of Parliament to appoint and delegate a deputy to serve in their absence
Author: Vista Major
Date: November 14th, 2015
Preamble:
The Speaker of Parliament is essential to the backbone of the Parliament, as they are responsible for delivering bills to and from the Legislative Review Committee, which is a great contributor to the legislative process. This resolution recognizes that when the Speaker of Parliament is absent from duty, the Parliament may cease to function due to bills being left in the LRC after their period of review has ended. As such, The Vice Speaker act hereby seeks to rectify this possible situation.
Article I:
The Speaker of Parliament shall be allowed to appoint a deputy, in accordance with The Ministerial Deputies Act.
Article II:
Should the Speaker of Parliament appoint a deputy, that deputy shall be entitled to inherit the office of the Speaker, should the Speaker be inactive and unable to be contacted for a period of 2 weeks, as per, and by procedure(s) of the Amendment to the "Ministrial Deputies Act".
Article III:
Should the Deputy Speaker of Parliament ascend to the office as Interim Speaker, they shall be relinquished their interim seat upon the return of the Speaker-Elect. Should the Deputy Speaker ever abuse or neglect the powers and responsibilites of their interim office or deputy office, the Chancellor and the Speaker are allowed to dismiss the Deputy, and, if necessary, hold the Deputy on trial in criminal court.
