The System Management Act
A resolution to grant the Cabinet and other government entities administrative powers over the Commonwealth of Free Nations

Preamble
In October of this year, NationStates released a mechanism called “regional officers” that will allow nations to manage their region, according to the powers granted. This law shall introduce “regional officers” to the CFN, as an amendment to Article 5 (Cabinet Role-Specific Duties) of the Constitution.
Article I:
The “Regional Officers” may have authority over: Appearance (ability to change the World Factbook Entry), Border Control (ability to eject and ban nations), Communications (ability to release region-wide telegrams), Embassies (ability to send and decline embassy requests, and close embassies), Executive (ability to appoint and dismiss officers) and World Assembly (ability to vote in and represent the region in the World Assembly) and/or Polls (ability to create regional polls, governmental and otherwise).
Article II:
The Chancellor shall maintain use of all the authorities (Appearance, Border Control, Communications, Embassies, Executive, World Assembly and Polls). They must exercise World Assembly authority according to the World Delegate Act.
Article III:
“The Silver Bloods”, and the Lord-Chancellor account shall maintain use of all powers except for World Assembly. Any of his/their powers may be stripped away, according to “The Lord-Chancellor Deposition Act”
Article IV:
The Vice-Chancellor shall have authority over Appearance, Border Control, Communications, Embassies, and Polls.
Article V:
The Minister of Defense shall have authority over Polls, Border Control and Communications.
Article VI:
The Minister of Foreign Affairs shall have authority over Polls, Embassies and Communications.
Article VII:
The Minister of Internal Affairs shall have authority over Appearance, Communications and Polls.
Article VIII:
The Minister of Justice shall have authority over Communications and Polls.
Article IX:
The Speaker of Parliament shall have authority over Communications, Appearance and Polls.
Article X:
The Chief Justice shall have authority over Communications and Polls.
Article XI:
If one legitimately believes that a Regional Officer is abusing their power, they may petition for a referendum to remove the Regional Officer’s authority. All other public mandates for ministers and government officials remain.
Article XII:
A Regional Officer cannot use their power in a way that directly (or closely indirectly) violates the Constitution or the Law Code of the CFN. Any violation may result in the Officer being arrested and tried in criminal court.
Article XIII:
Articles I, II, III, IV, V, VI, VII, and VIII shall be added to the sections of their respective ministers within Article 5 of the Constitution. For example, Article IV shall be added to Section 2 of the Cabinet Role-Specific Duties.
Article XIV:
Articles IX and X shall act as defacto additions to their respective offices.
