A resolution to establish a commission dedicated to regional development

Preamble
The Commonwealth of Free Nations is at a pivotal point in its history where it will need to adapt to the needs and desires of its residents. As such, this Act shall establish a committee of citizens and noncitizens to plan for the future of the Commonwealth.
Article I:
The Strategic Planning Commission is hereby established, with the mission of developing recommendations to the government and writing legislation that, to its best knowledge, judgement, and consensus of vote, shall benefit the Commonwealth of Free Nations and its relationships with foreign powers, based on the governments and operations of other regions and ideas proposed by the CFN Public.
Article II:
The Strategic Planning Commission shall be composed of one representative per 10 citizens, and one representative of the non-citizen population (the definition of non-citizens and the non-citizen population shall be determined by Parliament, as per The Immigration Act, subject to review by civil court).
Article III:
The Commission shall be composed of no more than 2 individuals from any one party. Furthermore, no more than half of the Commission may have partisan ties. No one who serves on the Legislative Review Committee or the Cabinet (excluding deputies) shall serve on the Commission.
Article IV:
The Strategic Planning Commission shall be elected every 3 months via Multi-Member Ranked-Choice Voting. As such, the leading candidates (according to the allocation of representatives in Article II) following the 1-week election period shall be elected to the Commission (provided that Article III is not violated).
Article V:
The Commission shall elect a Chairperson from among its ranks to oversee the Commission and propose legislation made by the Commission on their behalf. The Chairperson shall share the normal powers of other members.
Article VI:
The Commission shall meet a minimum of once every two weeks. Where the Contents shall meet is up to the Chairperson. During meetings, the Communication shall discuss the state of the Commonwealth and propose recommendations and draft legislation that may assist the Commonwealth. Legislation may be written by any number of people, but must receive the majority of support of the Commission to be brought before the Parliament by the Chairperson. Any legislation rejected by the Commission may be adopted by Commission members or Members of Parliament. Recommendations are to be delivered by the Chairperson to the applicable entity(s).
Article VII:
All the affairs of the Commission shall be made available to the general public by the Chairperson at least once a month.
Article VIII:
The Parliament may vote to dissolve the Commission and call an election to replace the Commission for the remainder of the term at any time via referendum.
