AMENDMENT TO THE LEGISLATIVE REVIEW COMMITTEE ACT

PREAMBLE
This legislative amendment seeks to rectify the limitations of the Legislative Review Committee as it currently exists.
It does this by amending the Committee's structure to include Independents, empowering the authors of bills to determine if and for what length of time they wish for their drafts to be scrutinized, and addressing criticism that the Committee serves only to hinder the legislative process with the addition of further bureaucratic impediments.
ARTICLE I - AMENDMENT TO MANDATE
I. Section I Subsection III of the Legislative Review Committee Act shall be amended to state:

I. Section II Subsection VI of the Legislative Review Committee Act shall become Section II Subsection X of the same Act, and shall be amended to state:

"Review of the bill shall not extend beyond feedback regarding the bill's a) spelling and grammar; b) logical consistency; c) legal validity; and d) structure."
ARTICLE II - AMENDMENT TO STRUCTURE
I. Section II Subsection VI of the Legislative Review Committee Act shall become Section II Subsection X of the same Act, and shall be amended to state:
"A record of active party delegates of the Legislative Review Committee shall be retained by the Minister of Internal Affairs and displayed publicly at all times."
II. Section II Subsection VII of the Legislative Review Committee Act shall become Section II Subsection VI of the same Act, and shall be amended to state:

"Party leaders are responsible for communicating the selection of a delegate to the Legislative Review Committee and any subsequent changes to the Minister of Internal Affairs, including if their party membership falls below the required three four (4) members for eligibility."
III. Section II Subsection VII shall be added to the Legislative Review Committee Act and shall state:
"Individuals not affiliated with an official political party shall be considered Independents for the purpose of this legislation and shall have the opportunity to select a delegate to the Legislative Review Committee."
IV: Section II Subsection VIII shall be added to the Legislative Review Committee Act and shall state:

"An individual not affiliated with an official political party may become a delegate of the Legislative Review Committee if he/she can prove the endorsement for this position by at least four (4) citizens not affiliated with an official political party, including him/herself. This proof must be presented to and recorded by the Minister of Internal Affairs"
V: Section II Subsection IX shall be added to the Legislative Review Committee Act and shall state:
"A citizen may not endorse more than one individual for delegate, and citizens are responsible for communicating to their endorsee and the Minister of Internal Affairs if they are choosing to withdraw their endorsement. "
ARTICLE III - AMENDMENT TO PROCESS
I. Section III Subsection II of the Legislative Review Committee Act shall be amended to state:
"Following the completion of a draft of prospective legislation, the author of the bill shall post the the bill as an independent thread under the aforementioned forum sub-header and notify the Minister of Internal Affairs that a bill has been placed before the Legislative Review Committee."
II. Section III Subsection III of the Legislative Review Committee Act shall shall be amended to state:

"Upon notification that a bill has been placed before the Legislative Review Committee, the Minister of Internal Affairs shall notify all delegates of the Legislative Review Committee."

"Party Delegates have a total of seventy-two *(72) hours to respond with their opinion on how to improve the bill; their responses shall be posted as replies to the thread created for the bill's consideration.
IV. Section III Subsection V of the Legislative Review Committee Act shall be amended to state:
"Party Delegates shall be authorized to deliberate on the content of the bill via any medium they so choose, or shall choose to develop their opinion independently."
ARTICLE IV - AMENDMENT TO AUTHORITY
I. Section IV Subsection I of the the Legislative Review Committee Act shall be amended to state:

"The opinion of all party delegates to the Legislative Review Committee must comply with the LRC's mandate, particularly with reference to Section 1 Subsection III of this act."

"Party Delegates shall choose to withhold providing an opinion to any bill and shall be allowed to do so without reason."

"Following the review process, the author of the bill shall have the sole authority to signify the bill's readiness to transition from the review to the debate stage by moving their bill to the Proposal and Debate Chamber.
IV. Section IV Subsection IV of the the Legislative Review Committee Act shall be amended to state:
"The author of the bill shall have the authority to shorten the period of time allotted for LRC delegates to provide their opinion, or choose to forego the review process, provided that a reason for doing so is posted publicly in reply to the bill's forum thread. Authors may do this simply by posting their bill to the Proposal and Debate Chamber"
