Amendment to the Legislative Review Committee Act

The Speaker has allowed this bill to bypass the LRC scrutiny period due to clear, inherent, and obvious conflicts of interests.

Any issues with such a ruling may be dealt with in a Point of Order to the Speaker.

That was my mentality when I first wrote the Legislative Review Committee Act. However, many many in the region expressed that the process shouldn't be forced upon the authors of bills and should instead be freely accessible only to those who wish to be provided feedback on their work. Otherwise, the defence from poorly written legislation that bypasses the Review Committee would naturally be the bill's failure when it is moved to a vote. 

Think of it as a university's Writing Centre. You shouldn't force everyone to submit their assignments to the writing centre so they can be scrutinized and redrafted before they're actually submitted to the professor, but having such a resource available for those people who want to utilize it and potentially improve their work makes absolute sense.

And the truth is that there are a number of seasoned bill authors in this region who may be fully capable of submitting a draft to Parliament that is without mistakes; they may have stringently scrutinized the bill themselves, or had colleagues review it during a consultation period. In these cases, imposing a 72 hour delay directly translates as a delay to our democratic process without due cause.
