Legislative Review Committee (LRC) Act.

Aware that many bills are drafted entirely without peer review.
Distressed at the number of bills introduced with extensive spelling and grammar mistakes, logical inconsistencies, and lack of validity under the law.
Vigilant of the fact that the recently passed Debate and Legislation Act does not include clearly defined provisions for amendment and revision.
Section I - Mandate:
I. The Legislative Review Committee is responsible for reviewing bills prior to their transition to parliamentary debate stage.
II. The purpose of the proposed review Committee, is to provide all bill authors with feedback on their bill. Such feedback would consist of recommendations on how to improve ones bill or how to make it more congruent with existing laws and the constitution of the Commonwealth of Free Nations.
III. Review of the bill shall not extend beyond feedback regarding the bill's a) spelling and grammar; b) logical consistency; and c) legal validity.
Section II - Structure:
I. The Legislative Review Committee shall consist of delegates from each of the political parties that can demonstrate a well-founded membership base.
II. A well-founded membership base shall be defined as that in the 'Political Party Recognition Act', * four members with WA status. Delegates shall not be members of more than one political party, nor shall they hold a position requiring political independence.
*This includes publicly identified puppets with WA status.
III. The purpose of such a structure is to ensure broad, cross-party feedback as well as checks and balances upon single-party hegemony while also consisting of members who retain the confidence of subsets of nations who represent mutual interests.
IV. Eligible parties shall have the authority to select a delegate as they so choose; the process of delegate selection shall be publicly posted on the factbook of any party wishing to appoint or elect a delegate.
V. Each eligible party shall be entitled to one (1) delegate.
VI. A record of active party delegates of the Legislative Review Committee shall be retained by the Minister of Internal Affairs and displayed publicly at all times.
VII. Party leaders are responsible for communicating the selection of a delegate to the Legislative Review Committee and any subsequent changes, including if their party membership falls below the required three (4) members for eligibility.
Section III - Process:
I. A new forum thread shall be established and included under the Parliament of the Commonwealth of Free Nations header, to be entitled the "Legislative Review Committee"; this thread shall be publicly visible to all.
II. Following the completion of a draft of prospective legislation, the author of the bill shall submit the draft in its entirety to the Speaker of Parliament.
III. The Speaker of Parliament shall post the the bill as an independent thread under the aforementioned forum sub-header and contact each party's Legislative Review Committee delegate.
IV. Party delegates have a total of seventy-two * (72) hours to respond with their opinion on how to improve the bill; their responses are to be posted as replies to the thread created for the bill's consideration.
*72 Hours (3 days) is enough time for a committee consisting of members from mixed time zones to give review.
V. All other members are forbidden from replying to the aforementioned thread.
VI. Party delegates shall be authorized to deliberate on the content of the bill via any medium they so choose, or shall choose to develop their opinion independently.
Section IV - Authority:
I. The opinion of all party delegates to the Legislative Review Committee must comply with the LRC's mandate, particularly with reference to Section 1 Subsection III of this act.
II. Party delegates shall choose to withhold providing an opinion to any bill and shall be allowed to do so without reason.
III. Recognizing that the jurisdiction of mandating a bill's legitimacy belongs exclusively to Members of Parliament, Cabinet, and the Court, the opinions of the LRC delegates shall have no binding authority; the author of the bill shall accept or reject the opinions of LRC delegates as he/she wishes.
IV. Following the review process, the author of the bill shall have the sole authority to signify the bill's readiness to transition from the review to the debate stage by providing a final draft to the Speaker of Parliament.
V. The Speaker of Parliament shall have the authority to shorten the period of time allotted for LRC delegates to provide their opinion, or choose to forego the review process, provided that a reason for doing so is posted publicly in reply to the bill's forum thread.
