Seeing as debating is an integral part of the legislative and democratic process.
Astonished that the CFN has no formal way of debating bills in Parliament
THIS BILL HEREBY CALLS FOR:
1. Whereas the forum of legislation shall be known as "The Commonwealth Parliament
2. The Commonwealth Parliament shall be the location where bills are voted and debated on.
3. Every Citizen and Resident has the right to vote, propose, and debate on bills in Parliament.
2. After they have written their bill, they will notify it to the Speaker of the Parliament, where he/she can advise the writer of the bill about any spelling/grammatical errors.
3. Once the bill has been edited, the Speaker will call the Parliament to session to debate on the bill. The Speaker will create a time for debating that works for everyone.
4. If the author of the bill does not want the bill to go to debate or the Speaker thinks it is unnecessary, then the bill can go directly to a vote.

Section I: The Commonwealth Parliament
1. Whereas the forum of legislation shall be known as "The Commonwealth Parliament
2. The Commonwealth Parliament shall be the location where bills are voted and debated on.
3. Every Citizen and Resident has the right to vote, propose, and debate on bills in Parliament.
Section II: Writing a Bill
1. A Citizen or Resident will write their bill on the CFN Forums.2. After they have written their bill, they will notify it to the Speaker of the Parliament, where he/she can advise the writer of the bill about any spelling/grammatical errors.
3. Once the bill has been edited, the Speaker will call the Parliament to session to debate on the bill. The Speaker will create a time for debating that works for everyone.
4. If the author of the bill does not want the bill to go to debate or the Speaker thinks it is unnecessary, then the bill can go directly to a vote.
Section III: Debate Process
1. Debating on a bill will take place on the offsite forum known as "Chatzy".
2. There will be a private room created for the purpose of debating, and managed by the Speaker. Located here: www.chatzy.com/43816923466619
3. When the Speaker calls Parliament to session, all citizens/residents of the CFN can attend. No one, is forced to debate as you can be there just to observe.
4. Once everyone has joined, the Speaker will read the bill, clause by clause.
5. After the reading of the bill, the Speaker will call out each name who is present and they will state their position on the bill. They will either be part of the "Affirmation" (For the Bill), or the "Opposition" (Against the Bill). Once everyone has stated their position, each side will choose their Leader. The Leader of the Affirmation will be known as the "Prime Supporter" and the Leader of the Opposition will be known as the "Prime Opposer". If you are an observer, when your name is called, state that you are an observer and you will not have to pick a side.
6. The Speaker will make sure everyone gets the chance to speak. Here is how the speaking shall work in an example of 6 people (3 For and 3 Against):
7. The Speaker will allow each person approx. 8 minutes to type. If they fail to type in the given time, then the speaking time will go to the next person.
8. All MP's must respect each other at all times, and abide by the Communications Code. If an MP gets to out of hand and begins to violate the Communications Code, the Speaker has the right to eject them from the Session.
9. After someone has spoken, anyone can ask a question and 1 follow up question.
10. Once everyone has spoken, the Speaker can allocate more speaking time to people if he/she deems it necessary or if the MP's want more speaking time. The Speaker can however, cut someone short of speaking time if he/she feels it necessary.

2. The voting of a bill shall take place in a regional poll, to maximize regional participation. There will be 3 options to choose from.
3. The Poll shall be open for a minimum of 4 days. The Chancellor or the Speaker can decide to either shorten or lengthen the voting period, for whatever purpose.

Section V: The Speaker
Endorsers:1. The Speaker, officially the Speaker of the Commonwealth Parliament, is in charge of organizing and mediating Parliament Sessions.
2. He/She will be democratically elected by registered citizens/residents of the CFN during General Elections, and will serve a 2-month term.
3. The Speaker cannot hold any Cabinet Position during their tenure as Speaker.
4. During Parliament Sessions, the Speaker cannot voice their opinion on the bill, as they must remain neutral. However they can vote based on their opinion during Voting Period.
5. The Speaker shall manage the private "Chatzy" Room, and will set a password. Before a Parliament Session, everyone is advised to TG the Speaker for the password.
6. The Speaker is not a member of the Cabinet, but can be present at a Cabinet Meeting if the Chancellor allows it.
Just a note, whether this passes or not I have the password to the chatzy room and would love to do a mock debate.
