Preamble This Bill will allow the Commonwealth College System to be legally accessible by foreigners abroad. Enabling foreigners to take advantage of the Commonwealth College System will achieve a threw fold goal. One, to provide for the common good of our global neighbors in offering such classes free of charge and with dedicated faculty. Two, to magnify, through steady enrollment, the operation and execution of education by the Commonwealth College. Three, to augment the honor and reputation of the the Commonwealth of Free Nations to a globally distinguished entity.
This Bill also permanently establishes a new contemporary model for education to be used in conjunction with the interregional open education model which shall compliment it's standards.
Therefore this Bill presents it's
ACT OF INTERREGIONAL OPEN EDUCATION AND CONTEMPORARY MODEL
Dominant Clause, In order to have the College System available to the World we must first perfect our system here domestically. The College System shall have a clear charter of, hierarchy and governance, departments complete with the names of faculty and their respective heads, approved and finalized lists of classes respective of their departments and a clear process for citizen enrollment and foreigner admission processes. The Colleges must have met these criterion before it may declare itself a International or Interregional College and open admissions processes for foreign students. This Bill shall be from hence serve as the Supreme legislative text for educational affairs in that it's conditions, parameters and outlines shall take precedents over other reigning laws of education, and whatsoever legislation conflicts with it's parameters shall be considered nullified.
Succeeding Clause, when the Commonwealth College System as fit the criterion of the dominant clause the college may then be considered systemically fit to operate on a international and or interregional model. At such time the Commonwealth Ministry of Foreign Affairs along with the Ministry of the Internal Affairs shall make the College known to all of it's allies and neighbors inviting them to apply for admission. These Ministries shall also be charged with advertising the College globally in the universal forums of Nation States. Every effort will be taken to see that the College's presence is known on a world wide scale.
Third Succeeding Clause, if the College's presence gains attention and foreign application for enrollment are many then it shall be the duty of the current college President to review, along with the current Deans and professors, those applications. The criterion for acceptance shall be determined democratically by the college dean and professorial staff.
sub- third succeeding clause: the application should have on it the current departments, classes offered within them, current staff and a clear outline of the admissions process.
Fourth Succeeding Clause, Once a certain number of foreign students, and citizen students, have enrolled the College shall begin to teach classes. With each classes being paced and accommodating to the students.
sub- fourth succeeding clause: each professorial staff member whether President, Dean, head of department or tenured member shall provide a class outline fitting the college president's standards. It shall also be noted and accepted that foreign peoples may apply to become professorial staff provided the pass an examination of their subject, made up my the entire staff, and receive the recommendation of a Dean or the head of the department they are looking to enter
Fifth Succeeding Clause, Once the semester ends foreign students shall be requested to complete an evaluation of their professor and class, along with their experience with the college.
Sixth Succeeding Clause, In order to achieve the Dominant Clause this clause will declare the operation of the College System under the Contemporary Model. This Bill also established the permanent hierarchy, departments and operation of the College as follows
There shall be;
A Department of Humanities (which shall classify as any subject that studies how people process and document the human experience through philosophy, literature, religion, art, music, history and language)
A Department of Science (which shall classify as any subject which studies natural, physical, life, social, formal and applied sciences) and a
Department of Law(which shall be any subject which covers law and it's application. This department will also serve as the avenue in which a citizen of the Commonwealth may take classes and upon passage of the class receive a Commonwealth Juris Doctorate Degree, JcD)
Each Department may award a student a Bachelor, Masters or Commonwealth Doctorate of "the subject"[ex; biology, BcD.] only on the basis of how may classes he or she has taken and the performance in those classes. The criterion for those degrees may be democratically voted on by the staff in the department along with it's head. The hierarchy of the college shall be as follows:(also note that the powers of these offices are to be determined democratically by all college staff) A College President, as general overseer. Two College Deans, one for students and one for academics. Department Heads. And teaching professors.
Seventh Succeeding Clause, the Bill mandates that all college staff meet at least twice a month to have conversation on improvements. This Bill also mandates that everyone Department should have a meeting at least twice a month discussing department goals and such.
Eighth Succeeding Clause, all other aspects of the College System, it's operations and governance shall be hence forth democratically voted upon by all college staff.
sub- eighth succeeding clause: mandating that each department should have it's own seal, or image or icon. Also Mandating that the College have it's official icon as well, to be voted on as per this bill.
Therefore this Bill hereby establishes a new Contemporary Model for Education which shall run in conjunction with the Interregional Plan of Open Education.
