Regional Officers Implementation Act
Seeing as Regional Officers have been created, and will soon be rolled out to this region, we need a bill to outline exactly how they will be implemented in the CFN. The Regional Officers can have power in either: Appearance (WFE), Border Control (Ejecting and Banning), Communications (Regional TG's), Embassies, and Polls. Executive is only for the Founder and WA-Delegate, and WA is only for the WA Delegate. Article 1: Chancellor and Lord-Chancellor
1. The WA-Delegate, or Chancellor will maintain use of all powers. 2. The Founder, or Lord-Chancellor will maintain use of all powers except for WA. Article 2: Cabinet
1. The Vice-Chancellor will be give access to Appearance, Border Control, Communications, Embassies, and Polls. 2. The Minister of Defence will be given access to Border Control and Communications. 3. The Minister of Foreign Affairs will be given access to Embassies and Communications. 4. The Minister of Internal Affairs will be given access to Communications and Polls. 5. The Minister of Justice will be given access to Communications. Article 3: Removal of Powers
1. If any Registered Citizen both Domestic and/or Foreign feels as one of the Cabinet Members excluding the Chancellor has misused their powers, they may call for a vote to remove the Minister's Powers. If the Chancellor and the Chief Justice both approve of calling for a vote, then a Parliament Vote will be held via Regional Poll and a simple majority can remove the Minister's Powers. I assume a vote to strip the Chancellor of powers is somewhere in the constitution? If so i endorse

If so i endorse Well how Regional Officers works is that the WA-Delegate or in our case; Chancellor, already has all the powers and they can't be stripped. So it would be if the Chancellor is impeached, term runs out, or loses in the Vote of Confidence. Which is why I didn't include the Chancellor in this bill because the powers can't be stripped without the Chancellor losing the WA Delegacy which is only what would happened from the examples I stated earlier

I must agree with the abstaining Honourable Minister that this bill seems to lack necessary details, such as under what circumstances these Cabinet members may use these duties. Without this being clearly laid out by law, we may have accidental mismanagement of some pretty important state functions. I will, however, go so far as to denounce this bill as currently written, and I kindly ask that specificity be added to the articles so as to safeguard against accidental misuse or mismanagement of things such as our WFE, polls, embassies, and region-based sanctions. Well based off the duties outlined in the Constitution pertaining to each Honourable Minister, I didn't see it necessary to go into lot's of detail. For example, when it comes to embassies, the MoFA does all the work in finding a region and reviewing applications. Once everything has been looked over, he/she just gives me the go ahead to accept embassy requests or to send one. So this bill just gives the Minister the access to do that themselves.
