Anyone who holds the position of Minister of Justice must obtain at least Master’s degree in Law from the Commonwealth Regional University by the end of their term in office. To ensure that this measure is achievable, the Minister of Justice is to enroll for the Master’s degree program prior to being sworn into office. In addition, the Commonwealth College is the ensure that the Minister of Justice is able to complete their juris doctorate in a timely manner while completing the duties associated with the ministry. However, Cabinet duties shall be dominant over college obligations.
Article II
The Chief Justice and all Circuit Court judges are also required to attain at least a Master’s degree of Law. However, there is no required date as to when they must have the juris doctorate complete.
Article III
The Ministry of Defense shall he abolished, and all the power and responsibility within the ministry transferred to the Chancellor.
Article IV
However, Parliament may elect to defer military powers from the Ministry of Defense to a different ministry or abolished altogether. The Parliament has until October 1st to do so, and the Cabinet cannot delay the process and passage of any reforms made.
Article V
The Vice Chancellor, as under the Constitution, is responsible for recruiting members of NationStates to the region through legal means. Therefore, the Vice Chancellor must successfully recruit a minimum of 5 members a month the region,
Article VI
A successful recruitment is hereby defined as a member of NationStates who moves to the CFN and can testify to being invited to the region by the Vice Chancellor (or any of his/her assistants) and continue on to achieve citizenship.
Article VII
The Vice Chancellor may appoint up to 3 citizens to aid in recruitment, one of which must be the Deputy Vice Chancellor. If the Vice Chancellor fails to successfully recruit 5 members to the region, they are subject to a vote of no confidence by Parliament, at the discretion of the Chancellor.
Article VIII
All members of NationStates who move into the CFN and (by the end of the day of arrival) possess World Assembly membership are automatically granted full citizenship, and no longer required to complete an application for citizenship.
Article IX
However, the Minister of Internal Affairs may waive the automatic granting of citizenship to a new member, thus requiring the member to apply for citizenship; However, this may only be done with due cause, as determined by the Chief Justice.
Article X
All other members of NationStates are required to apply for citizenship and remain in the region for 6 days before attaining citizenship.
