CONSTITUTIONAL AMENDMENT #1: Article 7 (Military Powers)

Believing that a large oversight in the constitution allows the military to be used in a fashion deemed undemocratic I, Unfallious, propose the first Constitutional Amendment in Commonwealth history.
The highlighted portions of the Article are the sections that are to be amended under this bill.

1. The Commonwealth Military is neither raider nor defender. In fact, its sole goal is to defend the Commonwealth and its values.
2. The Military shall be led by the Chancellor and Minister of Defence. At most, the Minister of Defence can muster 15 men for expeditions without requiring Cabinet oversight. The Chancellor may maintain a force of 3 men for intelligence and military operations without needing oversight.
3. If over 15 men are needed, a secret vote of the Cabinet is required.
4. The Military is given free reign over its operations, but can be dissolved immediately by a popular vote within the Cabinet, with the approval of the Lord-Chancellor or the Chancellor, or even Referendum. The Lord-Chancellor solely maintains the privilege to dissolve the Military at anytime.
5. The Military cannot violate Commonwealth Core Values.
6. The Lord-Chancellor may block any attempt to dissolve the military, except for Referendum.

3. Any member of the cabinet can call a cancellation vote to an already proceeding military operation. If successful, by way of a 4/6 true majority, the operation must cease and all troops involved must return to the home region.

Section 2 is the most heavily modified part of the amendment and, if passed, would mean that while military operations involving under 15 nations may proceed without immediate cabinet approval the cabinet must be informed of it before the operation commences. If a minister deems the operation to be against the interests of the Commonwealth they may call a cancellation vote. If the vote is successful by means of a majority then the operation must immediately cease and all nations must return to the Commonwealth. The Chancellor's private military force of 3 nations has been completely removed from the amended version as it is unnecessary for the chancellor to command any military forces while the MoD exists.
Section 7 was also amended to curtail power from the non-elected Lord-Chancellor. Under the amended version the Lord-Chancellor can only block attempts by the Chancellor to dissolve the military, he cannot stop attempts by the cabinet and by regional referenda.
