C.O.M.M.A.N.D Act Utilization of Regulars Amendment (CURA)
RECOGNIZING that the C.O.M.M.A.N.D Act, located here, is a crucial piece of legislation, without which the military would be unable to operate.
CONCERNED that the proposal to repeal the C.O.M.M.A.N.D Act needlessly guts the law as a whole, despite the fact that only two articles of the act have been cited as unsatisfactory.
SEEKING to institute the desired reforms without jeopardizing the structure of the military or the safety of the region and its allies.
CONCLUDES that an amendment to the C.O.M.M.A.N.D Act is the best way to efficiently and accurately remove the harmful parts of law.
PROPOSING the C.O.M.M.A.N.D Act Utilization of Regulars Amendment as the 8th article of the law:
1. That Article 5, Item 5 of the C.O.M.M.A.N.D Act shall be amended to read:
"That the CFN Expeditionary Force be a group of not more than 5 members of the Military, who are handpicked and commanded by the General."
2. That Article 5, Item 6 shall be stricken from the law.
3. That if the conditions of a legally binding treaty (such as the GR-CFN Accords, located here) are met, the General has a duty to comply with the terms of that treaty, and need only inform the Chancellor and the Cabinet of said situation before deploying the CFN Expeditionary Force in a manner coherent to the terms of that treaty, until such time as the Cabinet reaches an alternative course of action.
4. That if the General receives a request for help from an allied region (defined as a region that has fully constructed embassies with the CFN, but not a formal treaty such as the GR-CFN Accords), the General is legally required to obtain permission via a Cabinet majority vote or the Chancellor before deploying the CFN Expeditionary Force to assist that allied region.
5. That Article 6, Item 1 shall be amended to read:
"That if the General receives a request for help from an unaffiliated region, or wishes to move troops in greater number or in any other scenario not covered above, he is legally required to obtain permission solely by means of a secret Cabinet vote on a proposal of war or peace using the Shortened Time Vote."
6. That all treaties with foreign regions must be approved via the normal parliamentary process, in the same fashion as legislative bills.
