THE GOVERNMENT REDIRECTIVE ACTS OF 2015 RECOGNIZING that the government of the Commonwealth of Free Nations has moved to a new location, located at www.cfnforums.freeforums.net/ REALIZING that the transition is an opportunity to reform the Government in order to establish a stronger system of authority and democracy within the region. BELIEVING that these reforms will help to improve bureaucracy and balance the Constitution. REITERATING that each set of articles is an individual clause within the Government Redirective and can be individually endorsed, denounced, repealed, reformed or otherwise managed in a democratic fashion within the current powers of the Parliament and Cabinet as of this date.

THE Duumvirate ARTICLES (Amendment to Constitution, Article 5, Paragraph 1: Chancellor (Or the WA Delegate)
RECOGNIZING that the Chancellor is the chief executive authority of the Cabinet and Head of State of the Commonwealth of Free Nations. REALIZING that powers that are laid exclusively with the Chancellor are, for the most part, not shared with other officials of citizens. BELIEVING that this lack of checks and balances may lead to a future Chancellor abusing his or her own power for their own political gain.
Thus proposing: ~The Chancellorship and all of its duties are to be handled by a private executive consulate comprised of the Chancellor and a citizen appointed by a supermajority (4/5) of the Cabinet. ~The Chancellor is not allowed to vote on this appointed official. ~The title given to this new official is "Prime Minister" ~Maintaining the right to Head of State to the Chancellor. ~Also maintaining that the Vice Chancellor and the Deputy Chancellor shall maintain their exclusive duties as laid out in the Constitution. ~Requiring that all decisions that will affect the Region, Parliament or Cabinet in significance must be voted upon by the executive consulate and that action receiving a majority of support from the council before being carried out. ~The decision from the consulate must be unanimous. ~Should a unanimous vote not be reached, Cabinet shall take control of the situation. ~Allowing the Parliament to remove the Prime Minister of the executive consulate, save for the Chancellor, by a simple majority vote to move for removal. An impeachment of the Chancellor must go through the Parliament. ~Permitting expansion of this act upon change in regional policy with a significant effect on the populous.

THE PARLIAMENTARY RESPONSIBILITY ARTICLES (Amendment to Constitution, ARTICLE 3 (Parliament Functions)RECOGNIZING that the Parliament is the chief legislative authority of the Commonwealth of Free Nations. ACKNOWLEDGING that the Cabinet is the chief executive authority. BELIEVING that most government functions must lie in the direct populous of the region.Thus proposes:~ The Vice Chancellor shall be officially installed as the Head of Parliament, and ensuring that the following responsibilities are carried out by such person:- Admitting new candidates for legislature into the Parliament.- Managing the affairs of all those practicing their constitutional right to vote on legislation in Parliament, working to the best of their ability to impartially settling disputes, regulation debates on bills and delivering bills to the Chancellor (Or Triumvirate) for signing into law or veto.- Overseeing all Parliamentary committees to ensure that bills are being fairly judged and debated upon and promptly brought to the floor for voting by the entirety of the Parliament.- Expelling all MPs (Members of Parliament) from the legislature via Judaical Trial and Tribunal by the Parliament.~All restrictions on membership into the Parliament, with the exception of having some level of domestic citizenship, will be removed.
~ All those who wish to participate in Parliament but do not have domestic citizenship will be required to have permission from the Head of Parliament and the sponsorship of one member of the Cabinet in order to become an MP.~ Political Parties within the Commonwealth of Free Nations shall have the ability to establish caucuses within Parliament in order to grow their influence over the legislative body.~ Committees are to be established in order to review bills and determine whether or not they meet all the requirements needed to be voted upon on the Parliament House floor.- The Committees will be established as follows:
The Committee of Domestic Policy: This committee is responsible for reviewing any bills that will have any degree of effect on the government bureaucracy or civil and political authorities and rights. This committee is to be headed by the Minister of Internal Affairs. The Committee of Foreign Policy: This committee is responsible for reviewing any bills that will have any degree of effect over interregional diplomacy, the CFN Military or any other aspect of government relating to policy outside the Commonwealth. This committee is to be headed by the Minister of Foreign Affairs. The Committee of Parliament: This committee shall act as the "appeals court" for any bill that is refused by the Committee of Domestic Policy or the Committee of Foreign Policy as well as being responsible for any bill that deals with the repeal, addition or other amendments to the Constitution. This committee is to be headed by the Minister of Justice.~ Any decision made by the committee regarding the refusal of bills to be delivered to the Parliament for voting can be overturned by the Vice Chancellor and 1/2 of the Parliament or the majority of the Cabinet.~ The Chancellor shall be stripped of his ability to veto bills passed in Parliament unless they specifically regard amendments to the Constitution.~ The power to veto bills shall be transferred to the Vice Chancellor. He or She shall also have the authority to pass approved bills into law.
~ At least once every 20 days, a live session of Parliament is to be held for MPs to actively debate and vote on current bills.
-Should there be no current bills in need of voting or debate, the Vice Chancellor shall simply hold conference to discuss the State of the Parliament. - The formal State of the Parliament speech is to be given once a year prior to the State of the Commonwealth speech by the Chancellor and after the State of the Cabinet, which is to be given by each member of the Cabinet, excluding the Chancellor and Vice Chancellor.

THE CITIZENSHIP REDEFINITION ACT
RECOGNIZING that the structure of the Commonwealth of Free Nations is one of democratic origins NOTICING that the Constitution does not officially define "a registered citizen" or any other tiers of citizenship BELIEVING that this will lead to unchecked power of government to deny or revoke citizenship from members of the region without restraint HOPING that this bill will properly define the tiers of citizenship and safegard their respective rights
Thus proposes: ~A "registered citizen", alternatively known as a "citizen" is any nation residing in the Commonwealth of Free Nations or one of its embassy regions, protectorates, colonies or any other area of NationStates under the partial or full authority or alliance of the Commonwealth of Free Nations whom has formally registered and received respective citizenship status via the proper channels of authority. ~An "unregistered citizen", alternatively known as a "non-citizen" is any nation residing in the Commonwealth of Free Nations or one of its embassy regions, protectorates, colonies or any other area of NationStates under the partial or full authority or alliance of the Commonwealth of Free Nations whom has not received citizenship status via the proper channels of authority yet is still entitled to the rights and privileges of a citizen at the discretion of the Minister of Internal Affairs. ~A "foreigner" is defined as any nation residing in any one of the Commonwealth's embassy regions, protectorates, colonies or any other area of NationStates under the partial or full authority or alliance of the Commonwealth of Free Nations whom is not entitled to the rights, privileges or benefits thereof laid out in the Constitution and any other ratified laws within the Commonwealth. ~A "dependent" is defined as any nation residing within the borders of the Commonwealth of Free Nations who is not entitled to the rights, privileges or benefits thereof defined in the Constitution or any of its accompanying ratified laws. ~A "puppet" is defined as any nation within or without the borders of the Commonwealth of Free Nations whom is under the full or partial ownership of another nation or region and serves the purpose of carrying out diplomatic, militaristic, personal or political affairs with the Commonwealth, and thus is not entitled to the rights of a citizen unless otherwise granted by the Minister of Internal Affairs. ~Citizens and Non-Citizens is entitled to all of the rights, privileges or benefits thereof detailed in the Constitution and ratified laws within the Commonwealth of Free Nations without alienation from any other citizen, non-citizen, foreigner, dependent, puppet or government official. ~Anyone wishing to vote in any general election within the Commonwealth must be of Citizen status of any domestic degree. ~Any Dependent or Foreigner nation whom wishes to vote must receive explicit permission from a supermajority (2/3) vote from the Cabinet. ~The Chancellor and/or Minister of Internal Affairs reserves the right to deny the vote of any Dependent or Foreigner nation. ~Any Dependent, Foreigner or Puppet nation who votes in any general election or otherwise conducts affairs not within their explicit rights (if any) can be subjected to criminal trial within the Judicial Court. ~Under no circumstances is a Puppet nation allowed to be granted citizen or non-citizen rights and privileges. ~The owner of a Puppet nation whom violates the above article may be subjected to criminal charges within the Judicial Courts. ~All citizens, non-citizens, dependents and foreigners have the right to an attorney or legal representative to defend them in court. ~One who wishes to apply for any degree of citizenship status, excluding dependent, foreigner and puppet, cannot be denied citizenship based on their relations or membership with the World Assembly or any other region or international organization. ~All citizens, non-citizens, dependents and foreigners must report any puppets they have full or partial authority over to the Minister of Internal Affairs or risk revocation of citizenship status and/or deportation/banishment from the Commonwealth (whichever is applicable).

THE BENEFICIAL EXPANSION ACT (Amendment to the Bill of Rights)STATING that the purpose of these articles are to add explicit rights to those detailed in the Bill of Rights, seeing as several "implied" rights are not written in such Constitution or any of its tributaries, allowing for regional authorities to overlook and/or deny them.
Thus proposing:
~ The following rights are to be added to the Bill of Rights:
VI. Every citizen and non-citizen within the borders of the Commonwealth is entitled to the right to distribute publications of any subject or degree that does not violate The Communications Code or any large degree of implied decency. VII. All citizens and non-citizens have the right to peacefully assemble as a political party, internal organization, international organization or as an individual group with the purpose of protesting an individual nation, bills in the Parliament, laws currently ratified in the Constitution, or government in general or otherwise organize for any other non-violent purpose. VIII. The right to observe and practice any religion is to be held sacrosanct to all citizens and non-citizens within or without the Commonwealth, so long as missionary and awareness missions are carried out with respect to The Communications Code. IX. The right to vote in any general or special election within the Commonwealth of Free Nations shall not be alienated outside of the boundaries defined in current and future legislation. THE GOVERNMENT PROGRESS REPORT ARTICLES
STATING that the purpose of these articles are to require government officials to deliver their opinions on the government and unbias reports on the progress of their respective officies and departments.
Thus proposing: ~At least once a year within the first 4 months of the year, the Chancellor, Vice Chancellor, Minister of Foreign Affairs, Minister of Internal Affairs, Minister of Defense, Minister of Justice and Chief Justice must report on the state of their offices and departments. ~The Chancellor must report on the general well-being of the region, to be dubbed the State of the Commonwealth speech. ~Each Cabinet member plus the Chief Justice is to give individual report on their offices and departments in the State of the Cabinet speech. ~Cabinet members plus the Chief Justice shall deliver their State of the Cabinet speech before the State of the Commonwealth. ~The Vice Chancellor must report about their office in the State of the Cabinet speech, and then report on the Parliament in the State of the Parliament speech, to be given after the State of the Commonwealth speech. ~A set date in which the speeches are to be given must be decided upon by the Cabinet. ~Political Parties are permitted to give their own speeches in response to the State of the Cabinet, State of the Commonwealth and/or State of the Parliament after all of the official speeches from government officials are given. ~The order in which Responses are to be given is in numerical order (based on party membership), then alphabetical order (if two or more parties have the same membership count). ~All speeches must coincide with The Communications Code. ~The speeches are not be take place during an election of general or special/emergency status. ~If Cabinet members also Chair a political party, they may appoint another party member to deliver the response, if he/she desires to do so, or deliver it themselves after the State of the Parliament in the official Response order. ~The Chairman or recognized leader or designated spokesperson must deliver the Party Response, unless they notify the Cabinet otherwise. ~The State of the Commonwealth and all related speeches within these articles are to take place on the official CFN Forums.

THE REGIONAL CURRENCY ARTICLES
BELIEVING that a greater economical and diplomatic state of unity can be sowed by establishing an official regional currency. RECOGNIZING the greater power and influence of universal regional currency to create and redesign the Commonwealth.
Thus proposing: ~An official universal regional currency is to be established by the Cabinet and distributed throughout the region. ~Adoption of the regional currency is completely optional, and nations can abandon the currency at any time, of .they have a debt of under 100___(regional currency) ~The Cabinet or other government departments cannot tax nations with the regional currency to fund public or private projects or operations. ~Each nation who adopts the currency will have a starting balance of 10,000 ___(name of regional currency) to be used in inter-regional affairs regarding personal, political, roleplay and etc. ~Government officials shall receive a salary of 5,000 ___(name of regional currency) each month, so long as they serve in office. ~Corporations, Political Action Committees or other non-profit or for-profit organizations or businesses that posses the regional currency are forbidden from donating to political parties or individual nations with the purpose of affecting any aspect of an election of solicit the nation for unlawful means. ~A regional bank shall be established and managed by the Chancellor to manage economic affairs and distribute currency to nations in the form of allowance, loans or salaries. ~Regional religions are forbidden from receiving federal funds from the Bank or government to fund themselves, and can therefore not be taxed in any way, shape or form. ~Allowing for the punishment for being found guilty in civil cases in the Judicial Court to be to pay a fine for nations who have adopted the regional currency. ~If any nation has a debt of over 30,000 ___(regional currency) and cannot pay it back in full or in monthly payments, the debt is to be forgiven, provided that the nation in question be stripped of their right to use the regional currency or its programs, such as the Bank. ~Allowing that regional currency can be used in any context not prohibited in this or future articles or laws.

I DENOUNCE the Triumvirate Articles
A three-person chancellorship is overly bureaucratic, and anyways, if people would stay on top of the election schedule, the chancellor wmcould be replaced every two months anyways, and impeached even before that.
I DENOUNCE the Parliamentary Responsibility Articles
Commitees needlessly complicate and SLOW the democratic process. The MPs themselves are the ones who should decide if bills are for or unfit, and they can vote accordingly. Maybe it would be a better idea to let the MoI and MoFA do this job without the committee, because it would only marginally decreace efficiency while still giving the ministers more of a say in their chosen fields.
The bill also makes it too easy for noncitizens to become MPs. With such a small number of officials needed to approve noncitizen MPs, we run into both a democratic problem and a corruption risk. Because we have 8 elected officials in the cabinet, including the chancellor, I feel that noncotozen MPs should only be admitted with a 5/8 majority cabinet vote.
The bill also takes duties away from the MoI and gives them to the Vice Chancellor(like delivering bills for chancellory approval). While I do agree with giving the VC a more active role in the CFN government, I don't beleive that should be accomplished by diminishing the responsibilities of the other offices.
I DENOUNCE the Citizen Redefinition Act, because of the same concern about noncitizen voters that I stated above. 5/8 majority cabinet vote is the best way to avoid possible corruption or infiltration.
I ENDORSE the Beneficial Expansion Act, the Government Progress Report Articles, and the Regional Currency Articles.

I hereby denounce the Triumvirate Articles. I see no need for a three person Chancellorship.
I hereby abstain on the matter of the Parliamentary Responsibilities Act. I am undecided on this bill, because while I think it is a great idea theoretically, I am unsure how practical it is.
I hereby denounce the the Citizen Redefinition Act. I propose citizenship of foreigners, puppets and such be decided based on a 3/5 vote from a committee composed of the Chancellor, Lord-Chancellor, Vice Chancellor, Minister of Internal affairs, and Minister of Justice.
I hereby endorse the Beneficial Expansion Act, Government Progress Report Articles, and the Regional Currency Articles.

I hereby endorse the Government Progress Report Articles and the Beneficial Expansion Act, but I note on the latter that this is not the proper way to amend the Constitution. As Chancellor, however, I will work on getting these clauses added to the Constitution verbatum.

I hereby Denounce the Citizen Redefinition Act. No puppets what so ever should be allowed to vote. Sounds like a possible way to rig elections.

I hereby endorse the Government Progress Report Articles and the Beneficial Expansion Act, but I note on the latter that this is not the proper way to amend the Constitution. As Chancellor, however, I will work on getting these clauses added to the Constitution verbatum. All else I denounce as well. Mr Chancellor, could you direct us to the document that states the correct procedure for amending the constitution, just for future reference?
